Rockstar's Mod Guidelines Explained Ahead of GTA 6
The short answer
In September 2026 Rockstar published updated mod guidelines on its official site. They apply to all Rockstar games and they are strict: no new story content set in Rockstar's continuity, no mixing of assets between Rockstar games, no ports, and no money made from mods outside Rockstar's own platform.
What the rules ban
According to the published text, as quoted by Kotaku and GamesRadar+, mods must not expand or modify Rockstar's storylines, missions or characters; must not combine maps, characters or assets from one Rockstar game into another; and must not make a game run on platforms where Rockstar has not released it. They also bar third-party IP, reuse of Rockstar voice performances, and using a real person's voice or likeness without written permission.
Money and multiplayer
Mods must be non-commercial unless monetized through Rockstar's official Creator Platform, which the guidelines name as the only licensed route. Multiplayer modding is likewise limited to that platform or to direct licences from Rockstar. The page also rules out real-money gambling, loot boxes and crypto schemes in mods.
What it means for GTA 6 right now
Very little in practice, for now. GTA 6 launches on PS5 and Xbox Series X|S only, and no PC version has been announced, so there is no way to mod it yet. The rules tell you what Rockstar will object to once a PC version exists. How strictly they will be enforced is something Rockstar has not said.
